To that end, 41 states have enacted laws prohibiting or restricting the disconnection of utilities during times of below-freezing cold or during the winter months. The methods vary – some states prohibit disconnection only during the winter months, some take a temperature based approach, while some do both, though nine states altogether eschew the practice entirely.
