Several states enacted new school choice programs in 2025, expanding options for K-12 students outside of public schools. These programs range from voucher systems, seen in Montana SB 486/Chapter 408, to tax-credit scholarships, like Idaho HB 93/Chapter 9. However, starting in 2027, states will be able to opt-in to a federal tax credit program that allows individual taxpayers to receive tax credits for donations made to organizations awarding k-12 private school vouchers. Providing state legislatures with this option has set the stage for another round of political battles over private school choice. Whether the state has an existing private educational choice program is one factor that might influence their decision.
